Leaps Co., Ltd. is a specialist OEM and contract manufacturer providing a complete, end-to-end service for fishing lures — from planning and design through to production and delivery. For more than 25 years we have designed and mass-produced lures for major Japanese fishing tackle manufacturers. Whether you start from a single design sketch, bring your own 3D data, or want to transfer production of an existing product, our Japan development base and our own factory in Indonesia (PT.Craze Indonesia) work together to handle everything from big-brand mass production to small-lot runs such as shop-original colors — in exactly the style you envision.
Since our founding, we have continuously manufactured saltwater and bass lures for major Japanese fishing tackle manufacturers. The production system that has kept meeting these brands' quality standards, inspection criteria, and delivery management is applied to every customer's product, regardless of order size.

A lure's value is decided by its action. We build swim-test models — prototype bodies with adjusted weighting — and evaluate the actual swimming action, repeating this cycle until the action is truly convincing. Some projects go through ten or even twenty rounds of testing. This development process is the core of what has sustained our long-term relationships with major manufacturers.
Design and prototyping are shared between our Japan headquarters and our Indonesia factory. Our in-house 3D design environment runs on multiple 3D CAD/CAM systems, and using CNC machining and 3D printers (FDM, inkjet, and stereolithography) we produce shape samples and fishing-ready samples, consulting with clients at every stage as we work toward the final design. Every process — design, mold making, injection molding, painting, assembly, inspection, packaging, and export — is kept within our own group with no outsourcing between processes, giving us full quality traceability and tight control over lead times and costs.
The lures we can manufacture span a wide range: ABS plugs (hard baits) such as minnows, shads, lipless crankbaits, topwaters, and jointed baits — with both weight-transfer and fixed-weight systems; soft baits (PVC/TPS); lead and metal products such as metal jigs, jig heads, and sinkers; squid jigs (from body molding to cloth wrapping and finishing); and more. Because we keep the molding and finishing processes for metal, rigid plastic, and soft materials all in-house, you can entrust products made from very different materials — from hard baits to soft baits — to a single supplier. Packaging is completed at our Indonesia factory, with delivery to any warehouse designated by the client.
For finishing, all processes are carried out entirely within our own factory — hot stamping for foil and hologram finishes, hand-spray decoration, robot top-coating, pad printing, and screen printing. We also operate multiple UV printers, giving us the flexibility to apply photorealistic prints and multi-color original logos directly to lure bodies.
Packaging materials are sourced from Japan or overseas, depending on circumstances at the time — we discuss the best option with each client. Hooks are sourced to match client preferences, whether Japanese-made or Chinese-made, and assembled with the finished product.
Under normal operating conditions, our factory produces 300,000–400,000 units per month, with a maximum capacity of approximately 500,000 units using current equipment. We have ample capacity to handle both small-lot and large-lot orders.
OEM does not have to mean mass production. In recent years we have taken on many small-lot projects: shop-original colors, models sold at events and trade shows, sales and promotional samples, and models printed with original logos. Our standard lot size is around 1,000 units per product in mixed colors, from about 100 units per color — and we flexibly consider projects of a few hundred units in total, depending on the content.
Low-volume original colors can be painted by our in-house engineering team, separately from the mass-production line, and we can also apply original logos and multi-color designs with UV inkjet printing. Our customers range from major manufacturers to tackle shops and individuals launching their own brands. If you are unsure whether your quantity is large enough to ask about — please just ask.
We currently export to North America, Europe, Oceania, and Asia. A dedicated trade section ensures shipments are handled under the most favorable conditions for each region's customs and taxation requirements.
Our Indonesia factory operates as a licensed bonded zone (Kawasan Berikat) — an export-oriented customs scheme that streamlines production and customs clearance for export shipments. This means we can ship not only to Japan but directly to third countries: your products can go straight from our factory in Indonesia to North America, Europe, or any other destination you designate.
Amid the current US–China climate, US tariff rules have become highly complex and volatile. Because we ship from Indonesia, the additional tariffs targeting China (such as Section 301) do not apply to our products. Compared with importing equivalent items from China, this not only lowers the duty burden on the US side but also shields you from the rapidly shifting China tariffs — so switching your sourcing to Indonesia gives you stable, predictable cost planning.

After production, a dedicated QC section inspects products using the method specified by the client. Inspection tools include a digital microscope (KEYENCE VHX-X1) for coating and surface inspection, 3D scanning for shape verification, weight tolerance control, and swim checks, with inspection records kept for every production lot. Under a rigorous quality- and delivery-management system shared between our Japan HQ and Indonesia factory, we supply products with consistent quality to customers worldwide — from high-mix low-volume runs to mass production. We continually refine our processes to maintain Japanese-level quality even in overseas production.
Our Japan HQ handles planning and design, while our own factories in Indonesia handle mass production. This is not mere offshore outsourcing: both Japan and Indonesia have design and development staff and equipment on site, and the two locations develop products together. We established the wholly-owned subsidiary PT.Craze Indonesia in 2010, and in 2022 brought a fully re-equipped, state-of-the-art second factory online. At the end of 2025 we added PE line production equipment to Factory 1, extending our capabilities beyond lure bodies to high-quality PE fishing line. By combining design strength and production capacity within a single company, we deliver both short lead times and reliable quality from planning through delivery.
At the end of 2025 we installed PE braided line production equipment at Factory 1 in Indonesia — twenty 8-strand spindle braiding machines, automatic winding and dyeing machines, a tensile testing machine, and more — and production is now up and running. We work with multiple yarn grades, from Japanese-made ultra-high-molecular-weight polyethylene (UHMW-PE) fiber to more cost-effective options, supporting product designs across the full price spectrum from high-end to value lines.
For surface coating and dyeing, we are partnering with several material manufacturers to develop and test new materials, taking a different approach from existing line brands. Sales are planned to begin in Southeast Asia, Europe, and North America, and we welcome OEM inquiries for PE braided line — on its own or together with your lure production. 01 — Planning & Design
Based on client discussions and field test results, we design the action, color, and form. This stage involves multiple rounds of prototyping and testing.
02 — Prototype
We produce prototype models using CNC cutting, 3D printing, and casting. The prototypes are reviewed with the client before proceeding to mold creation.
03 — Manufacturing
We handle mold preparation, assembly, painting, printing, and packaging entirely in-house. All products are inspected by our QC section using client-specified methods.
04 — Delivery
We deliver to Japan and overseas destinations as specified. Delivery schedules, shipping methods, and trading terms (FOB/CIF/DDU, etc.) are agreed upon in advance.
Answers to the questions we are most often asked about fishing lure OEM and contract manufacturing.
Our minimum order is approximately 100 units per color, with a total of around 1,000 units per product as the MOQ. We also consider smaller projects of a few hundred units in total — such as shop-original colors — depending on the content. We handle everything from small lots up to large-lot production of around 500,000 units per month.
Yes. We have produced lures for individuals launching their own brands. Small projects such as original colors for tackle shops are also welcome — feel free to get in touch.
We accept customer-supplied molds, and of course we can also produce entirely new molds. We will advise on the best approach for your situation.
Molds produced at the customer's expense are the customer's property. We take full responsibility for storing and maintaining them at our factory.
We are happy to start from the idea stage alone. We can create the design and move from there into detailed design and prototyping. Mass production from fully supplied design data is of course possible, as is fully integrated support from the planning stage (ODM).
We verify moldability based on your data — draft angles, wall thickness, weight-room placement, and so on — before moving to prototyping. If the data needs modification, we can adjust it in-house after consulting with you.
Using CNC machining and 3D printers, we create shape and fishing-ready samples and refine the final design through repeated testing. When complete design data is supplied, prototyping can be done in about two weeks. If the swim test passes on the first round, we can move from the start of prototype production to mold making in about two weeks; projects that push the action further go through repeated prototype cycles, and development can take six months to a year. We will propose a schedule working backward from your launch date.

Yes. We installed PE line production equipment at Factory 1 in Indonesia at the end of 2025, and it is now in operation. We can support a wide range of price points depending on yarn grade and coating/dyeing specifications. As we are currently in the testing and evaluation stage, please tell us your desired specifications and we will advise on what is possible.

Development and prototyping take place at both our Japan and Indonesia sites; mass production is carried out at our wholly-owned subsidiary factory in Indonesia (PT.Craze Indonesia). Quality and inspection standards are managed from Japan.
We sign an NDA (non-disclosure agreement) with every customer before development begins. It is for the same reason that we publish no client product photos or brand names anywhere on this site.
